    Delco Times, TOWNSHIP OF CONCORD Delaware County, Pennsylvania NOTICE OF ENACTMENT OF ORDINANCE AUTHORIZING INCURRENCE OF NONELECTORAL DEBT NOTICE IS HEREBY GIVEN that on at a meeting held on August 2, 2016, the Board of Supervisors of Concord Township, Delaware County, Pennsylvania (the “Township”), enacted an Ordinance (the “Ordinance”) authorizing the incurrence of debt by the Township in the maximum aggregate principal amount of $10,750,000.00 through the issuance of nonelectoral debt evidenced by its General Obligation Bonds, Series of 2016 (the “Bond”) for the purposes of (i) financing a refinancing program (the “Refinancing Program”) involving the refunding of all or part of certain outstanding bonds of the Township (the “Refunded Bonds”) including, without limitation, the Township’s General Obligation Bonds, Series of 2011; (ii) financing capital projects consisting of the acquisition, construction, improvements and renovations of the Township’s sewage collection, transmission and treatment system, including, but not limited to, the expansion and upgrade of the sewage treatment plant (the “Capital Project”) and (iii) paying for the costs of issuing the Bonds. The Ordinance approves sale of the Bonds at a private sale by negotiation and accepts a proposal (the “Proposal”) for purchase of the Bonds by RBC Capital Markets, LLC (the “Underwriter”) at a price no less than ninety-five percent (95%) and no more than one hundred fifteen percent (115%) of the principal amount of the Bonds (including original issue discount or premium and the Underwriters’ discount) plus accrued interest, if any. Pursuant to the terms of the Ordinance, the Bonds will bear interest at a minimum rate of 0.00% and maximum rate of 5.00% per annum for the Bonds maturing in years 2016 through 2034. The Underwriters’ discount shall not exceed 1.00% of the principal amount of the Bonds. The Bonds are general obligations of the Township and its officers are directed to do all acts necessary and proper for the issuance and securing of said Bonds. A summary of the Ordinance was advertised on June 28, 2016 and the proposed text of the Ordinance was available for inspection at the offices of the Secretary of the Township, both in accordance with the Local Government Unit Debt Act, 53 Pa. Cons. Stat., §8001, et seq., as amended.     Delco Times, NOTICE OF MEETING FOR CONSIDERATION OF PROPOSED ORDINANCE AUTHORIZING THE INCURRENCE OF NON-ELECTORAL DEBT NOTICE IS HEREBY GIVEN that the Borough Council of the Borough of Millbourne (the “Borough”) will hold a public meeting not less than three (3) nor more than thirty (30) days after the date of publication of this notice at the Borough Hall, 9 Park Ave., Millbourne, PA 19082, for the purpose of considering and acting upon an ordinance (the “Ordinance”) authorizing the incurrence of non-electoral debt by the Borough. The Borough Council will hold a regular meeting on Tuesday, August 16, 2016 at 7:30 p.m. at the meeting location set forth above. The Ordinance may be enacted at such meeting or at any other meeting held during the period described at the beginning of this notice. The following is a summary of the contents of the Ordinance which, among other things: 1. Authorizes the Borough to incur non-electoral debt in accordance with the Local Government Unit Debt Act, as amended (the “Act”), and to evidence such indebtedness by the issuance of its General Obligation Note, Series of 2016, in the maximum principal amount of $135,000 (the “Note”) to finance (i) the costs of the repair and reconstruction of the Borough’s municipal building (the “Project”) and (ii) the costs of issuing the Note. 2. States the estimated useful life of the Project and that the Borough has obtained realistic cost estimates for the Project. 3. Finds, after due consideration and investigation, that a private sale of the Note is in the best financial interest of the Borough. 4. Provides for the sale of the Note at a private sale, and accepts a proposal for the purchase of the Note from the United States of America acting through the Rural Utilities Service, United States Department of Agriculture, which proposal will be presented at the meeting, and incorporates a prior resolution setting forth certain required agreements of the Borough related to such sale. 5. Contains a statement that the Note, when issued, will be a general obligation note. 6. Authorizes the proper officers of the Borough to prepare, certify and file a debt statement required by Section 8110 of the Act, to execute and deliver the Note, and to take all other action required by the Act or under the Ordinance in connection with the issuance of the Note. 7. Contains a covenant by the Borough as required by the Constitution of Pennsylvania and by the Act that the Borough shall include in the budget for each fiscal year the amount of debt service due on the Note for each such fiscal year; that it shall appropriate such amounts from its general revenues for the payment of such debt service; that it shall duly and punctually pay or cause to be paid the interest on and principal of the Note as the same shall become due, and that, for such budgeting, appropriation and payment, the full faith, credit and taxing power of the Borough is pledged. 8. Provides for the creation of a Sinking Fund for the Note and authorizes the appointment of a Paying Agent and Sinking Fund Depository and entering into a contract with the Paying Agent and Sinking Fund Depository. 9. Provides for the form of the Note and the terms thereof, including the maximum rate of interest and interest and principal payment dates, maximum monthly payments of debt service and place of payment and redemption provisions for the Note. 10. Authorizes disbursement and application of the proceeds of the Note. 11. Provides for other matters in connection with the issuance and sale of the Note. A copy of the proposed Ordinance is available for examination, inspection and copying by the public (including any citizen) at the office of the Secretary for the Borough, located at the Borough Hall, 9 Park Ave., Millbourne, PA 19082, the offices of this newspaper, and the Delaware County Law Library, all during regular business hours, which are business days between the hours of 8:30 a.m. and 3:30 p.m. for the Borough.     The Mercury, SPECIAL PUBLIC HEARING The Board of Supervisors of Limerick Township will hold a public hearing at 7:00 P.M. on Tuesday, August 16, 2016, at the Limerick Township Building, 646 West Ridge Pike, Limerick, PA 19468. The purpose of the public hearing is to obtain citizen views and comments on Limerick Township’s 2016 Community Development Block Grant (CDBG) Application. The Township expects to receive an entitlement grant of $198,692 from the Pennsylvania Department of Community and Economic Development (DCED) for Federal Fiscal Year 2016. CDBG funds may be used for the following three (3) purposes: 1. Activities which benefit low and moderate income persons of Limerick Township; 2. Activities which correct conditions of slum and blight; and 3. Activities that meet an urgent need. At a minimum 70% of the Township’s CDBG funding must be used for activities that benefit low or moderate-income persons. While the Township will be proposing no activities which will result in displacement, Limerick Township is responsible for replacing all low and moderate income housing units, which are demolished or converted to other uses as a result of CDBG funded activities. At this public hearing the Township will accept comments on its use of CDBG funds in prior years. In the past fifteen years the Township has used all of its CDBG funds for the rehabilitation of housing.
