The purpose of the Public Hearing is to consider a request for zoning of property proposed to be annexed to the Town and known as the Roberts 81 Annexation and to consider the proposed annexation and a request for approval of zoning and planned development plan for the property. Front Range Classifieds, FINAL NOTICE OF A POTENTIAL IMPACT TO A FLOOD HAZARD AREA AND WETLAND The Colorado Department of Local Affairs will be committing CDBG/DR funds, under Title I of the Housing and Community Development Act of 1974, as amended or Title II of the Cranston-Gonzalez National Affordable Housing Act, to undertake a Loveland Housing Authority project for disaster repair and recovery in Larimer County, known as "Home Access" for two bridges in and near Glen Haven, Colorado. The specific elements of the proposed project are to repair or replace two bridges over West Creek, a tributary of the North Fork Big Thompson River, that were damaged by the September 2013 flood. The proposed action, if implemented, will impact a riverine wetland of the creek, a Federal Emergency Management Agency (FEMA) designated Special Flood Hazard Area (SFHA) and a Colorado Water Conservation Board (CWCB) floodplain; reference FEMA Flood Insurance Rate Map (FIRM) Panel Number 08069C1104F dated December 19, 2006. The bridges (including a possible temporary bridge) would occur in the regulatory floodway of West Creek, but would have a "functionally dependent use", defined as a use which cannot perform its intended purpose unless located in close proximity to water (e.g., a bridge). The purposes of this notice are to: (1) inform the public of this commitment; (2) identify the reasons why the proposal must be located in the floodplain or wetland; (3) provide a list of the alternatives considered; and (4) discuss all mitigation measures to be undertaken to minimize adverse impacts and to restore and preserve natural and beneficial values.
