The proposed action, if implemented, will impact a riverine wetland of the creek, a Federal Emergency Management Agency (FEMA) designated Special Flood Hazard Area (SFHA) and a Colorado Water Conservation Board (CWCB) floodplain; reference FEMA Flood Insurance Rate Map (FIRM) Panel Number 08069C1104F dated December 19, 2006. The bridges (including a possible temporary bridge) would occur in the regulatory floodway of West Creek, but would have a "functionally dependent use", defined as a use which cannot perform its intended purpose unless located in close proximity to water (e.g., a bridge).
