NWsource, KING COUNTY DEPARTMENT OF NATURAL RESOURCES WASTEWATER TREATMENT DIVISION BRIGHTWATER STORMWATER TREATMENT SYSTEM PROJECT WASHINGTON DEPARTMENT OF ECOLOGY NPDES INDUSTRIAL STORMWATER GENERAL PERMIT PUBLIC NOTICE King County Department of Natural Resources, Wastewater Treatment Division, 201 South Jackson Street, Seattle, WA 98104, is requesting a modification of coverage under the Washington Department of Ecologys NPDES General Permit for Stormwater Discharge Associated with Industrial Activities at the industrial site, known as the Brightwater Wastewater Treatment plant located at 22505 State Route 9 in Woodinville. This modification is time extension to complete the corrective actions to reduce the copper levels at one of the discharge monitoring locations, noted as SW6. Discharge from Brightwaters Stormwater Treatment System is covered under the Washington State Industrial Stormwater General (ISWG) Permit number WAR-125522, effective January 2015. All surface water leaving the Brightwater site eventually flows to Little Bear Creek. Activities requiring permit modification include this request for an additional 11 month extension of time to complete the design and installation of a treatment system for flow to monitoring location SW6. Because of elevated results for copper from samples taken at SW6, the state general permit requires the design and implementation of treatment or remediation system. During the past year, King County has investigated the sources of copper and potential remediation methods. This time extension will allow King County to complete design elements and install the remediation measures by July 31, 2017. The chosen treatment system, design documents, and building permits will not be available until after the original extension date of August 31, 2016. The construction will take place during dry weather to avoid damage to the existing site features. Any persons desiring to present their views to the Washington State Department of Ecology concerning this application may notify Ecology in writing within 30 days of the last date of publication of this notice.
