Berkshires Marketplace, NOTICE OF PUBLIC HEARING Notice is hereby given that a public hearing will be conducted by the Massachusetts Development Finance Agency ("MassDevelopment") at 10:00 a.m. on September 6, 2016, at its offices located at 1350 Main Street, Suite 1110, Springfield, Massachusetts 01103, on the proposal of certain Massachusetts members of an Obligated Group consisting of Fairview Extended Care Services, Inc., East Longmeadow Management Systems, Inc., Danvers Management Systems, Inc., Peabody Management Systems, Inc., South Yarmouth Management Systems, Inc., Xenia East Management Systems, Inc., Xenia West Management Systems, Inc., Berkshire-Pennsylvania, Inc., Willowood Extended Care Services, Inc., Willowood of Great Barrington, Inc., Willowood of North Adams, Inc., Willowood of Williamstown, Inc., Hillcrest Extended Care Services, Inc. and Pittsfield Management Systems, Inc. (collectively, the "Obligated Group") to approve a plan of financing consisting of the financing and refinancing of the following projects (the "Projects") at the following locations: I. Refinance existing completed projects including: (1) the acquisition and renovation (including internal and external improvements) of and purchase of miscellaneous equipment for the following skilled nursing facilities: (a) the 119-bed facility located at 305 Maple Street and 331 Maple Street, East Longmeadow, Massachusetts 01028 "East Longmeadow Nursing Home"); (b) the 120-bed facility located at 90 Lindall Street, Danvers, Massachusetts 01923 ("Hunt Nursing and Retirement Center"); (c) the approximately 57,703 square foot, 152-bed facility located at 96 Forest Street, Peabody, Massachusetts 01960 ("Pilgrim Rehabilitation and Skilled Nursing Center"); and (d) the 120-bed facility located at 265 North Main Street, South Yarmouth, Massachusetts 02664 ("Windsor Rehabilitation and Skilled Nursing Center"); (2)(a) the purchase of a skilled nursing facility of approximately 111,600 gross square feet located at 169 Valentine Road, Pittsfield, Massachusetts 02101 ("Hillcrest Commons Nursing and Rehabilitation Center"); (b) the purchase of the licenses and miscellaneous health care equipment and inventory used at Hillcrest Commons Nursing and Rehabilitation Center and at the following three additional skilled nursing facilities: the 120-bed, approximately 42,320 square foot facility located at 175 Franklin Street, North Adams, Massachusetts 02147 ("North Adams Common Nursing and Rehabilitation Center,"); the 180-bed, approximately 68,150 square foot facility located at 25 Adams Road, Williamstown, Massachusetts 02167 ("Williamstown Commons Nursing and Rehabilitation Center"); and the 180-bed, approximately 64,457 square foot facility located at 151 Christian Hill Road, Great Barrington, Massachusetts 01230 ("Fairview Commons Nursing and Rehabilitation Center"); (3)(a) the acquisition and renovation of Fairview Commons Nursing and Rehabilitation Center, and the acquisition of miscellaneous furniture, fixtures and equipment; (b) the acquisition and renovation of North Adams Commons Nursing and Rehabilitation Center, and the acquisition of miscellaneous furniture, fixtures and equipment; and (c) the acquisition and renovation of Williamstown Commons Nursing and Rehabilitation Center, and the acquisition of miscellaneous furniture, fixtures and equipment; (4)(a) the acquisition of the 100-bed skilled nursing facility comprised of approximately 40,105 square feet located at 1000 North Street, Pittsfield, Massachusetts 01201 known as Mt. Greylock Extended Care Facility and miscellaneous furniture, fixtures and equipment; and (b) renovation, furnishing and equipping of the Pilgrim Rehabilitation and Skilled Nursing Center; and II. Finance additional new costs of the acquisition of furniture, fixtures and equipment at the above listed addresses. All of the Projects are or will be owned or leased and operated by certain Massachusetts members of the Obligated Group. The Obligated Group has requested the financing and refinancing of such costs by the issuance by MassDevelopment of revenue bonds in an aggregate principal amount not to exceed $77,500,000, which bonds do not and will not constitute a debt or pledge of the faith and credit of The Commonwealth of Massachusetts or MassDevelopment. Interested persons wishing to express their views on the projects or the issuance of such obligations to finance and refinance the projects will be given the opportunity to do so at the public hearing or may, prior to the time of the public hearing, submit their views in writing to MassDevelopment at 1350 Main Street, Suite 1110, Springfield, Massachusetts 01103. Times-Standard, SUMMARY On Tuesday, August 16, 2016 the Humboldt County Board of Supervisors adopted an Ordinance amending Title III of the Humboldt County Code relating to the conversion of manufactured home parks to other uses. The specific wording of the ordinance revisions is shown on the following website: http://www.co.humboldt.ca.us/aDu/documentshousinaelement.asDx Manufactured Home Park Conversion The purpose of the Manufactured Home Park Conversion ordinance is to ensure that any conversion of manufactured parks, which includes mobile home parks, to other uses is preceded by adequate notice, that the social and fiscal impacts of the proposed conversion are adequately defined prior to consideration of the proposed conversion, and that relocation and other assistance is provided to park residents when warranted, consistent with California Government Code, Section 65863.7 and 66427.4. The Government Code 65863.7 (e) requires that 'the legislative body, or its delegated advisory agency, shall review the report, prior to any change of use, and may require, as a condition of the change, the person or entity to take steps to mitigate any adverse impact of the conversion, closure, or cessation of use on the ability of displaced mobile home park residents to find adequate housing in a mobile home park. The steps required to be taken to mitigate shall not exceed the reasonable costs of relocation.'
