The Reporter- Vacaville, CITY OF VACAVILLE DEPARTMENT OF PUBLIC WORKS NOTICE TO BIDDERS Sealed proposals for the work shown on the Project Plans entitled: Easterly Wastewater Treatment Plant Tertiary Project Completion Phase must be delivered to and received by the Office of the City Clerk of the City of Vacaville, 650 Merchant Street, Vacaville, California 95688 by 2:00 P.M. on October 11, 2016 at which time they will be publicly opened and read aloud at said address. Bidders are responsible for ensuring that their proposals are received in the office of the City Clerk by the time and date specified above. Any proposals that are not timely received in the office of the City Clerk shall be returned unopened. Bidders are advised that this project is funded partially with State Revolving Funds and as part of SRF's DBE requirements, BIDDERS MUST POST SOLICITATIONS FOR BIDS OR PROPOSALS FOR DBEs A MINIMUM OF 30 CALENDAR DAYS BEFORE THE BID OPENING DATE. The general description of work includes the following: Construct a 6,250 SF metal pre-fab storage building for mobile equipment; line an existing emergency storage basin with concrete; reconstruct the pavement section for a biosolids drying bed; demolish existing aeration basins, clarifiers, and headworks facilities; construct a containment wall and hazardous materials containment area; and install miscellaneous pavement at the City of Vacaville's Easterly Wastewater Treatment Plant. There will be a mandatory Pre-Bid Meeting scheduled for this project on September 8, 2016, at 10:00 AM. The meeting will be held at the Easterly Wastewater Treatment Plant located at 6040 Vaca Station Road in Elmira, California. All prospective bidders are required to attend the Pre-Bid Meeting and must sign an attendance roster as a condition to bidding. The City has determined that to prepare a proper bid, Bidder must observe the existing construction and conditions. Bidders who fail to attend will be considered non-responsive, and their bid will be rejected by the City. The Contractor shall possess a Class A license at the time a bid is submitted for this Project. This Contract is subject to State Contract Nondiscriminatory and Compliance Requirements pursuant to California Government Code, commencing with Section 12900 through Section 12996. The City has available for review the following documents: Geotechnical Engineering Investigation, Kleinfelder Inc., February 26, 2010, and Geotechnical Engineering Investigation Proposed Completion Project Easterly Wastewater Treatment Plant, Kleinfelder, February 26, 2016. The City makes no warranty, implied or otherwise, as to the accuracy, completeness, or suitability of these documents. These items may be obtained by prospective bidders upon receipt of a non-refundable fee of One Hundred Twenty Five Dollars and No Cents ($125.00) per set, plus shipping. Any bids received from a bidder who did not purchase a complete bid set from BPXpress Reprographics will be considered non-responsive, and their bid shall be rejected. Bids are required for the entire work described herein. Refer to Part B of the Instructions to Bidders for Payment and Performance Bond Requirements. The successful Bidder shall furnish a Payment Bond and a Performance Bond in the amount of 100% of the Contract price within fourteen (14) days after the postmarked date of the Notice of Award letter. Such securities, if deposited by the Contractor, shall be valued by the City, whose decision on valuation of the securities shall be final. North Valley Classifieds, Housing Authority of the County of Butte Opens Section 8 Housing Choice Voucher Wait List September 1, 2016 Butte/Glenn County residents will be able to apply for rental assistance in securing safe, decent and affordable housing through the Housing Authority of the County of Butte (HACB) Section 8 Housing Choice Voucher Program. Commonly known as "Section 8", the program provides rental assistance so that tenant-paid rent is limited to between 30 and 40 percent of the household's monthly adjusted income. Eligibility for the program is based on household income. Households must qualify as "Very Low Income," defined by the U.S. Department of Housing and Urban Development as 50 percent of the Area Median Income. Applicants are screened for criminal background history. The Section 8 Wait List opens from Thursday, September 1 through Friday, September 16. While all applicants will have an equal opportunity for placement on the Wait List, due to limited funding availability, a one-year pool of applicants will be selected. The one-year pool of applicants will be selected and ordered by means of a random lottery. One application per household will be considered. Any conflicting statements within the HUD and NHCDC Instruction to Bidders shall be controlled by the more restrictive of the two (2) sets of instructions unless otherwise indicated. NHCDC reserves the rights to reject any or all bids and to determine which bid should be accepted in the best interest of NHCDC. NHCDC also reserves the right to waive any informality in any bid, and to delete certain items listed in the bid, as set forth herein. NHCDC will award the Contract to the lowest responsive, responsible bidder. Bids received after the time established for receiving bids will not be considered. No bidder may withdraw his/her bid after the time established for receiving bids or before the award and execution of the contract, unless the award is delayed for a period exceeding sixty (60) days.
