  • NWsource, CITY OF KENMORE WAC 197-11-970 SEPA DETERMINATION OF NONSIGNIFICANCE (DNS) SEPA16-0100 Single-Family Residential Zoning Code Amendments Description of Amendments: Kenmore Municipal Code (KMC) Amendments to eliminate apartments as a permitted or conditional use in the R-1, R-4 and R-6 zones. Currently, to be a permitted use an apartment project must use the Residential Density Incentive (RDI) provisions of KMC 18.80. These provisions allow increased densities and apartments in the R4 R-6 zones, in exchange for affordable housing or open space, trails and parks. The RDI provisions cannot be used in the R-1 zone (so apartments cannot be a permitted use in that zone). Currently, apartments can be conditionally permitted in the single-family residential zones if they are located in a building listed on the National Register as an historic site or designated as a King County landmark. The proposed amendments would make all apartments a prohibited use in the R-1, R-4 and R-6 zones. The amendments also address height limits in the single-family residential zones, eliminating the opportunity to increase building heights up to 75 feet with additional property line setbacks. The proposed amendments are available at Kenmore City Hall and online at www.kenmorewa.gov/developmentservices. The City of Kenmore has determined that the above-referenced proposal does not have a probable significant adverse impact on the environment. The lead agency has determined that the requirements for environmental analysis, protection, and mitigation measures have been adequately addressed in the development regulations and comprehensive plan adopted under chapter 36.70A RCW, provided by RCW 43.21C.240 and WAC 197-11-158. An environmental impact statement (EIS) will not be required under RCW 43.21C.030(2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency. This information is available to the public upon request. This DNS is issued under WAC 197-11-340. The lead agency will not act on this proposal for 14 days from the issuance date. Comments must be submitted no later than September 15, 2016 per WAC 197-11-340(2)(a) and KMC 19.35.100 to the City of Kenmore, 18120 68th Ave NE, PO Box 82607, Kenmore, WA 98028. A non-project DNS is not subject to administrative appeal per Section 19.35.160 of the Citys adopted Environmental Procedures.

    NWsource, NOTICE OF 30-DAY PERIOD FOR PUBLIC COMMENT The U.S. Army Reserve 88th Regional Support Command (RSC) has prepared an Environmental Assessment for a proposed action and alternatives to implementing a regional Integrated Natural Resources Management Plan (INRMP) for facilities in Washington, Oregon, and Idaho. As required by the Sikes Act Improvement Act, the INRMP was prepared in cooperation with the U.S. Fish and Wildlife Service and state fish and wildlife agencies to ensure it reflects mutual agreement concerning the conservation, protection, and management of fish and wildlife resources. No significant environmental effects were identified for the proposed action to fully implement the INRMP. The 88th RSC invites public comment on the Draft Environmental Assessment and associated Finding of No Significant Impact, which are available at the Seattle Public Library-Central Library, 1000 4th Ave, Seattle, WA 98104, and on the Internet at http://earegion1.hgl.com/. Written comments will be received and considered up to 30 days from the publication of this notice.
