Project Description: Proposed construction of one new single-family residence on a 26,008 square foot (0.60 acre) property located within the R-6 (residential six dwelling units per acre) zone. The property contains an existing single-family residence, detached carport and shed. All structures are proposed to be removed. The site contains a landslide hazard area, erosion hazard area, Type 4 stream and Class 2 wetland. The Kenmore Municipal Code (KMC) allows a maximum buffer reduction of 25% with enhancement. In order to reduce the buffer beyond 25% critical area variance is required. As such, a critical area variance has been applied for in order to reduce the buffer by approximately 30%. Mitigation and enhancement is proposed as part of the variance request including removal of the existing structures on site. The existing structures are located well within the buffer while the proposed residence is shown as far away as feasible for the project. Removal of the existing structures and restoration of the buffer is proposed. A critical area report and mitigation plan has been prepared to address mitigation and restoration work. Permits requested in this application: Critical Area Variance. Consistency with applicable City plans and regulations: This proposal will be reviewed for compliance with applicable City of Kenmore codes including but not limited to zoning code, road standards, surface water design manual, fire flow and fire access requirements. The project review process may incorporate or require mitigation measures, regardless of whether an Environmental Impact Statement (EIS) is prepared. Relevant environmental documents are available at City Hall: Yes Environmental Review: The City of Kenmore has reviewed the proposal for probable adverse environmental impacts and expects to issue a determination of non-significance (DNS) for this project. The optional DNS process in WAC197-11-355 is being used. This process integrates the comment period for the Notice of Application and the State Environmental Policy Act (SEPA) review. This may be the only opportunity to comment on the environmental impacts of the proposal. Agencies, tribes and the public are encouraged to review and comment on the proposed project and its probable environmental impacts by the comment deadline. The FIRM is used to determine flood insurance rates and to help the community with floodplain management. The Federal Emergency Management Agency (DHS-FEMA) is issuing a Letter of Map Revision (LOMR) to revise FIRM #53033C1263F for the City of Auburn along the White River as part of an ongoing restudy of Pierce County and King County, Washington. The Letter of Map Revision will result in narrowing of the 1% annual chance floodplain (Zone AE) with a maximum narrowing of 100 feet at a point just upstream of Lake Tapps Parkway East.
