The permit applications and listed studies may be reviewed at the Auburn Community Development Public Works Department at 1 East Main Street, 2nd Floor, Customer Service Center, Auburn, WA 98001. Proposal: Approvals for site preparation and construction of mixed use project consisting of 294 dwelling units in four-story buildings and three-story carriage houses and a communal recreational building and office. The commercial portion is proposed to consist of a minimum of 10,350 square feet of retail commercial, office or entertainment uses. The proposal also includes the demolition of existing residential structures and accessory structures, site preparation and grading activities, road improvements, construction of parking areas, utilities and landscaping on a 14.5 acre site in the C1, Light Commercial zone. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency. This information is available to the public on request. Mitigation Measures: 1) Geotechnical report recommendations must be implemented. 2) If ground de-watering is proposed, then a dewatering plan is required to be prepared, submitted, and approved. 3) A final wetland and stream mitigation plan is required to be approved prior to site alteration approvals. 4) Upsizing of landscape tree vegetation along the north property line is required to reduce visual impacts. 5) Project is to implement construction hours applicable to residential properties of 7:00am 7:00pm, Monday thru Friday, and 9:00am 6:00pm, Saturday and Sunday, to minimize noise. 6) A boundary line adjustment is required to be approved prior to construction approvals. 7) Agreement required to implement the C1, Light Commercial zoning use regulations for the mixed use project. 8) Sight distance at project driveways to SE 312th ST must meet city sight distance standards. 9) On-site drive aisles must meet maximum grade standards of 2012 International Fire Code for emergency and utility access. 10) On-site drive aisles must meet aerial fire apparatus access standards of the International Fire Code Section D105.1 D105.3 and D105.4. Public Comment Period: This may be your only opportunity to comment on the environmental impact of the proposal. All persons may comment on this application. This MDNS is issued under WAC 197-11-340(2); the lead agency will not act on this proposal for 21 days from the close of the comment period below. Comments must be in writing and submitted to 25 W Main Street, Auburn, WA 98001 by 5:00 p.m. on August 28, 2015. Any person aggrieved of the Citys determination may file an appeal with the Auburn City Clerk within 21 days of the close of the comment period, or by 5:00 p.m. on September 18, 2015.
