Woodland Daily Democrat, NOTICE OF PUBLIC HEARING NOTICE IS GIVEN HEREWITH that the Woodland City Council, at its regularly scheduled meeting to be held on Tuesday, September 1, 2015, at 6:00 PM in the City Council Chambers, 300 First Street, City Hall, Woodland, CA, will hold the following public hearing: Spring Lake Specific Plan - Turn of the Century (PLNG15-00036) General Plan and Specific Plan Amendments and Development Agreement Amendments - Request by Turn of the Century, LLC, to amend the General Plan, Spring Lake Specific Plan and Development Agreement to rezone approximately 2 acres of the ñ114 acre Heritage Remainder area (TSM #4784) from Neighborhood Commercial (NC) to Park/Open Space, consistent with the adjacent 8 acre Park/Open Space zoning. The 2 acre rezoned property will be combined with the existing "N3," 8 acre park site to form an approximately 10 acre park site. The subject property is located at the southeast corner of Centennial Drive and Miekle Avenue in the Spring Lake Specific Plan Area. Applicant/Owner: Turn of the Century, LLC - 173 Court Street, Suite D, Woodland CA 95695 Staff Contact: Erika Bumgardner, Senior Planner Location: The subject property is located at the southeast corner of Centennial Drive and Miekle Avenue in the Spring Lake Specific Plan Area (APN 042-030-049). Environmental Determination: The EIR was certified on August 15, 2000. This proposed project does not result in any new or more significant potential impacts than those identified in the certified EIR. Therefore, pursuant to Section 15164 of the Government Code, conditions do not exist which call for the preparation of a subsequent EIR. Recommendation: Adopt Resolutions approving amendments to the General Plan and Spring Lake Specific Plan and adopt an Ordinance approving amendments to the Development Agreement between the City of Woodland and Turn of the Century, LLC for approximately 2 acres of the original ñ114 acre Heritage Remainder area. Proposed amendments include: 1) rezoning the 2 acre Neighborhood Commercial (NC) site to Park/Open Space; 2) removing Section 2.43.1(e) from the Specific Plan to allow for the rezoning of the Neighborhood Commercial site prior to build out of Spring Lake. At its meeting held August 20, 2015, the City of Woodland Planning Commission passed a motion recommending City Council approve the project as stated above. Availability of Documents: Copies of materials will be available on August 28, 2015, at the Community Development Department, City Hall, 300 First Street, Woodland, CA 95695. Public Comments: All interested persons are invited to attend the hearing and express opinions. Forms to express opposition or support of the project are available from the Community Development Department. All comments received will be given to the City Council for their consideration. Please note, the City does not transcribe its hearings, however, summary minutes are prepared and are publicly available once approved by the hearing body.
