Berkshires Marketplace, INVITATION TO BID RICHMOND HIGHWAY GARAGE ENERGY PROJECT TOWN OF RICHMOND INVITATION TO BID The Town of Richmond, acting through its Board of Selectmen, invites sealed bids from contractors for the Richmond Highway Garage Roof and Window Replacement Project. Documents are available from Repro Systems, Inc. at 20 Yorkshire Avenue, Pittsfield, MA, starting September 30th, 2015 at 10:00 AM. The work to be performed includes the removal and replacement of the Town Hall's asphalt shingle roof with new attic insulation. All applicable federal, state and local laws, regulations and rules shall be observed. The estimated project value is $50,000.00. Sealed bids from General Contractors, submitted on the proper forms and clearly marked "Richmond Highway Garage Roof and Window Replacement Project" shall be received at the Richmond Town Hall, 1529 State Road in Richmond, MA until October 14, 2015 at 3:00 PM, at which time they will be publicly opened and read aloud. See itemized proposal with special provisions for additional submittal requirements. There will be a mandatory Pre-Bid Conference at 2:00 PM on Monday, October 5, 2015. Meet at the Richmond Highway Garage parking lot. The work under this contract shall be subject to the provisions of Chapter 149 of the Massachusetts General Laws. Wages are subject to Massachusetts minimum wage rates as required by M.G.L. Chapter 149, Sections 26 to 27D inclusive (Prevailing Wage). The Contractor must certify that he shall not discriminate against any qualified employee or applicant for employment because of race, color, national origin, ancestry, age, sex, religion, or physical or mental handicap. The Contractor must agree to comply with all applicable Federal, State and Local statutes, rules and regulations, prohibiting discrimination in employment. This project is subject to DCAM Certification as required by M.G.L. Chapter 149, Section 44D. Bidders must submit with the bid a DCAM Certificate of Eligibility and Update Statement. This project is subject to a 5% Bid Bond as required by M.G.L. Chapter 149, Section 44B(2). This project is subject to a 100% Payment Bond and 100% Performance Bond as required by M.G.L. Chapter 149, Section 44E(2). The Town of Richmond reserves the right to accept or reject any and all bids, to waive any informality in the bids received, and to accept the bid deemed to be the most favorable to the best interest of the Town. No bid shall be withdrawn within thirty (30) calendar days after the date of the opening of the bids.
