The Record, LEGAL NOTICE NOTICE OF SPECIAL MEETING MENANDS UNION FREE SCHOOL DISTRICT NOTICE IS HEREBY GIVEN that, pursuant to a resolution adopted by the Board of Education of the Menands Union Free School District (the “School District”) on July 11, 2016, a special meeting of the qualified voters of the School District be and the same is hereby called to be held in the lobby of the Menands School on Thursday, September 22, 2016 from 12:00 noon until 9:00 p.m. prevailing time for the purpose of voting on the following proposition: PROPOSITION SHALL the Board of Education of the Menands Union Free School District be authorized to (1) construct an addition to and reconstruct the Menands School, including related site work, and acquire original furnishings, equipment, machinery or apparatus required for the purpose for which such building is to be used, at a cost not to exceed $8,820,000, which is estimated to be the maximum cost thereof (2) expend such sum for such purpose (3) expend an amount not to exceed $912,000 from the Capital Reserve Fund for such purpose (4) levy the necessary tax therefor, to be levied and collected in annual installments in such years and in such amounts as may be determined by the Board of Education, taking into account state aid received and the amount expended from the Capital Reserve Fund and (5) in anticipation of the collection of such tax, issue bonds and notes of the District at one time or from time to time in the principal amount not to exceed $7,908,000, and levy a tax to pay the interest on said obligations when due? The vote upon such proposition shall be by ballot registered upon voting machines or by absentee ballot. The hours during which the polls shall be kept open shall be from 12:00 noon to 9:00 p.m. prevailing time or for as long thereafter as necessary to enable qualified voters who are in the polling place at 9:00 p.m. to cast their ballots. Personal registration of voters is required, and no person shall vote whose name does not appear on the register of the School District. If a voter has heretofore registered pursuant to Section 2014 of the Education Law and has voted at an annual or special district meeting within the last four (4) calendar years, he or she is eligible to vote at this meeting if a voter is registered with the Albany County Board of Elections and eligible to vote under Article 5 of the Election Law, he or she also is eligible to vote at this meeting. All other persons who wish to vote must register. The Board of Registration shall meet in the lobby of the Menands School on September 12, 2016 from 12:00 p.m. to 6:00 p.m., prevailing time, to prepare the register of voters of the School District. Any person shall be entitled to have his or her name placed on the register provided that at such meeting of the Board of Registration, he or she is known or proven to the satisfaction of the Board of Registration to be then or thereafter entitled to vote at the school meeting for which such register is prepared. The register prepared by the Board of Registration shall be filed in the office of the District Clerk, 19 Wards Lane, Menands, New York and will be open for inspection immediately upon its completion by any qualified voter of the School District during regular office hours on each business day until the date of the vote. Absentee ballots may be applied for at the office of the School District Clerk. Applications for absentee ballots must be received by the School District Clerk at least seven days prior to the vote if the ballot is to be mailed to the voter, or on or prior to September 21, 2016, if the ballot is to be delivered personally to the voter. Absentee ballots must be received by the School District Clerk not later than 5:00 p.m. on September 22, 2016. A list of all persons to whom absentee ballots shall have been issued will be available in the office of the District Clerk during regular office hours until the day of the vote. Any qualified voter may, upon examination of such list, file a written challenge of the qualifications as a voter of any person whose name appears on such list, stating the reasons for the challenge. Delco Times, NOTICE TO BIDDERS 2016 CDBG ROAD PROGRAM CITY OF CHESTER Sealed bids will be received by the Chester Economic Development Authority (CEDA), 1 Fourth Street, P. O. Box 407, Chester, PA 19016-0407, until 11:00 a.m. local time, Tuesday, August 30, 2016, at which time and place all bids received will be opened and read aloud. Envelopes are to be marked as “Bid for 2016 CDBG and Liquid Fuels Road Program”. Each bid must be accompanied by either a bid bond in an amount of ten percent (10%) of the bid amount from a surety satisfactory to CEDA or by a certified check or letter of credit upon a solvent bank in the amount of not less than ten percent (10%) of the bid amount in favor of CEDA. Bid Bonds shall be accompanied by Proof of Authority of the official or agent signing the bond. Plans, Specifications, and bid forms may be secured at CEDA’s office. A non-refundable deposit of $20.00 in the form of a check or money order payable to CEDA will be required for each set of plans and specifications. No cash will be accepted. Attention of Bidders is called to all of the requirements contained in this bid package, particularly to the Federal Labor Standards Provisions and Davis-Bacon Wage Rates, various insurance requirements, various equal opportunity provisions, and the requirements for a payment bond and performance bond for 100% of the contract price and a one year maintenance bond for 10% of the contract price. CEDA reserves the right to reject any and all bids and the right to waive any technicalities which it deems are in the best interest of CEDA and to consider the competency and responsibility of the bidder before the award of the contract and to award the bid accordingly. The Record, NOTICE OF PUBLIC HEARING NOTICE IS HEREBY GIVEN that a public hearing pursuant to Title 11 of Article 8 of the Public Authorities Law of the State of New York, as amended, and Chapter 759 of the Laws of 1967 of the State of New York, as amended (hereinafter collectively called the “Act”), the TROY INDUSTRIAL DEVELOPMENT AUTHORITY (the “Authority”) will be held on Friday, August 19, 2016 at 10:00 a.m., local time, at the Troy City Hall, located at 433 River Street, 5th Floor, Troy, New York 12180 in connection with the following matter: FIVE ONE FIVE RIVER ST., LLC, for itself and/or on behalf of an entity to be formed ( collectively, the “Company”), has requested the Authority’s assistance with a certain project (the “Project”) consisting of (i) the acquisition by the Authority of a leasehold interest in approximately 1.52 acres of real property located at 515 River Steet, Troy, New York 12180 (the “Land”, being more particularly identified as TMID No. 101.30-6-2) and the existing parking, site and infrastructure improvements located thereon (the “Existing Improvements”), (ii) the planning, design, engineering, construction, reconstruction, on the Land and Existing Improvements of a 5-story, approximately 75,000 square foot hotel building containing 124 rooms, restaurant and amenity spaces, along with exterior access and egress improvements, parking, curbage, site work and landscaping improvements (collectively, the “Improvements”), and (iii) the acquisition and installation by the Company in and around the Existing Improvements and Improvements of certain items of equipment and other tangible personal property necessary and incidental in connection with the Company’s development of the Project in and around the Land, Existing Improvements and Improvements (the “Equipment”, and collectively with the Land, the Existing Improvements and the Improvements, the “Facility”). The Authority will acquire a leasehold interest in the Facility, and lease the Facility back to the Company, which will operate the Facility during the term of the lease. The Authority contemplates that it will provide financial assistance (the “Financial Assistance”) to the Company in the form of (i) sales and use tax exemptions with respect to the Improvements and the Equipment; (ii) mortgage recording tax exemption(s) related to the Company’s financing of the Project; and (iii) a partial real property tax abatement provided through a negotiated Payment-in-lieu-of Taxes Agreement (“PILOT Agreement”). The Authority will at said time and place provide a reasonable opportunity to all interested persons to present their views, either orally or in writing, on the location and nature of the Facility, and the proposed tax benefits to be afforded the Company in connection with the Project.
