PowerButte is a grant funded Butte County initiative to encourage large scale solar energy development in suitable locations in unincorporated Butte County. North Valley Classifieds, CITY OF CHICO CITY COUNCIL PUBLIC HEARING NOTICE August 31, 2016 NOTICE IS HEREBY GIVEN that the City of Chico City Council will conduct a public hearing on Tuesday, September 20, 2016, at or after 6:30 p.m. in the City Council Chamber Building, located at 421 Main Street, regarding the following: Appeal of Use Permit 15-18 (Wildflower Open Classroom School) 2414 Cohasset Road, APN 015-320-088 A request to modify Use Permit 96-14 that previously authorized a K-8 charter school with up to 350 students and a condition requiring secondary access to the north across the Fair View Shopping Center. The modification request was to remove the condition requiring access to the north and authorize up to 220 students with one existing access to Cohasset Road. At its meeting of August 4, 2016, the City of Chico Planning Commission unanimously voted to approve the use permit, authorizing a maximum of 180 students with various conditions including emergency access to the north and a traffic improvement program. An adjacent property/business owner has appealed that decision to the City Council for reasons of incompatibility and traffic congestion. The site is designated Community Commercial on the General Plan diagram and in the CR-AOD (Regional Commercial-Aircraft Operations-D) overlay zoning district. This project is exempt from environmental review pursuant to Sections 15301 (Existing Facilities) and 15321 (Enforcement Actions by Regulatory Agencies) of the California Environmental Quality Act (CEQA). Questions regarding this project may be directed to Senior Planner Bob Summerville at (530) 879-6807 or bob.summerville@chicoca.gov. Any person may appear and be heard at the public meeting. The City Council may not have sufficient time to fully review materials presented at the meeting. Interested parties are encouraged to provide written materials at least 8 days prior to the public meeting to allow distribution with the City Council's agenda and thus, adequate time for the Council to review. All written materials submitted in advance of the public hearing must be submitted to the City of Chico Community Development Department, 411 Main Street, Second Floor, or mailed to P.O. PROJECT DESCRIPTION: Enforcement of California Vehicle Code on Private Property. The Times Herald Vallejo, NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS September 9, 2016 City of Vallejo 200 Georgia Street Vallejo, CA 94590 707/648-4507 On or about Wednesday, September 21, 2016 the City of Vallejo, the Responsible Entity, will submit a request to the United States Department of Housing and Urban Development (HUD) for the release of federal Community Development Block Grant (CDBG) Program funds and HOME Investment Partnerships Program funds to undertake projects known as: (1) the Owner/Occupied Rehabilitation Loan/Grants Program (CDBG), (2) the First Time Homebuyer Down Payment Assistance Program (CDBG), and (3) the Acquisition/Rehabilitation/Resale Program (Foreclosures), (HOME). The purposes of these programs are to provide safe, decent, and affordable housing to qualified residents; and to stabilize neighborhoods that have been impacted by the mortgage crisis. During the period beginning July 1, 2016 and ending June 30, 2017, approximately $500,000.00 will be used to provide loans to non-profit housing partners of the City of Vallejo to rehabilitate approximately five homes /housing units, and to purchase up to three existing dwellings. The area of consideration for these programs is within the City of Vallejo. These activities are categorically excluded under HUD regulations at 24 Code of Federal Regulations (CFR) Part 58 from the National Environmental Policy Act (NEPA). An Environmental Review Record (ERR) that documents the environmental determinations for these projects is on file at the City of Vallejo Housing and Community Development Division, 200 Georgia Street, Vallejo, California, 94590, and may be examined or copied Monday through Thursday, from 9:00 a. m. to 4:00 p. m. PST. The City of Vallejo will use the Appendix A format to supplement this ERR with additional site-specific reviews further addressing Historic Preservation, Explosive and Flammable Operations, Airport Clear Zones, Flood Insurance, Toxic Substances, and Hazardous Materials, prior to approving any loan or grant under these programs. PUBLIC COMMENTS Any individual, group, or agency may submit written comments on the ERR to the City of Vallejo Housing and Community Development Division. All comments received by 4:00 p. m. PST on Tuesday, September 20, 2016 will be considered by the City of Vallejo prior to authorizing a submission of a Request for Release of Funds. ENVIRONMENTAL CERTIFICATION The City of Vallejo certifies to HUD that Guy L. Ricca in his capacity as Certifying Officer consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process, and that these responsibilities have been satisfied. HUD's approval of the certification satisfies its responsibilities under NEPA and related laws and authorities, and allows the City of Vallejo to use CDBG Program and HOME Program funds. OBJECTIONS TO RELEASE OF FUNDS HUD will accept objections to the City of Vallejo's Request for Release of Funds, and Environmental Certification, for a period of fifteen days following the anticipated submission date specified above, or its actual receipt of the request (whichever is later), only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Vallejo; (b) the City of Vallejo has omitted a step or has failed to make a decision or finding required by HUD regulations at 24 CFR Part 58 or by the Council on Environmental Quality (CEQ) regulations at 40 CFR 1500-1508, as applicable; (c) the City of Vallejo has omitted one or more steps in the preparation, completion, or publication of the Environmental Assessment, or Environmental Impact Study, per 24 CFRR Subparts E, F, or G of Part 58, as applicable; (d) the grant recipient or other participant in the development process has committed funds for or undertaken activities not authorized by 24 CFR Part 58 before approval of a Request for Release of Funds, and approval of an Environmental Certification; or (e) another federal, state, or local agency has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality.
